That depends on exactly what you mean, and the answer boils down to “read your lease”.  And, of course, if you’re uncertain you’ll want to check with your management company.  Generally, tenants aren’t allowed to paint the walls without written permission from the management.  When it comes to hanging decorations on the walls, you’ll want to make sure that you do so in a way that’s consistent with the landlord’s policies.  Given the range of possibilities, it isn’t necessarily a yes or no question.  For example, there’s a big difference between a small picture hanger and a wall-mounted flat-screen television that requires the installer to cut a chunk out of your wall and install a metal plate.  When in doubt, check first—and, if you’re dealing with a major purchase like an expensive piece of artwork or that flat screen television, do your homework before your close the deal.
